MBBS Admission Process in Maharashtra 2026: NEET Counselling, Eligibility, Documents, Seat Allotment & Important Dates

Every year we meet families who cleared the hardest part and then lost a seat to the easiest part. The student scored well in NEET. The parents had the money ready. And then a domicile certificate was in the wrong format, or a choice list was locked in the wrong order, or nobody read the notice that moved a reporting deadline forward by two days. The MBBS admission process in Maharashtra is not intellectually difficult — it is procedurally unforgiving, and that is a different problem entirely.

This guide walks the whole journey: NEET UG, the split between All India Quota and state quota, registration with the State CET Cell, document verification, choice filling, the round structure, fees, bond rules and reporting. Where a rule changes yearly, we say so and point you at the official source rather than guessing.

Before you rely on any date: counselling schedules, fee structures, seat matrices and reservation rules are re-notified every year. Treat this guide as the map, and the official MCC and State CET Cell notices as the timetable.

Understanding AIQ vs State Quota

This single distinction confuses more candidates than anything else, so let us settle it before the steps.

Government medical college seats in Maharashtra are split. 15% go to the All India Quota, counselled centrally by the MCC — open to candidates from anywhere in India, with no domicile requirement. 85% go to the State Quota, counselled by the Maharashtra State CET Cell and, in practice, reserved for candidates who satisfy Maharashtra domicile and eligibility rules.

Deemed universities, central institutions and certain other seats are counselled by MCC regardless of state. Private and minority colleges in Maharashtra are counselled by the State CET Cell under state rules, including their NRI and institutional quotas.

The practical consequence: most serious candidates register for both. They are separate registrations, separate fees, separate choice lists and separate schedules — and participating in one does not disqualify you from the other, subject to that year's rules on seat acceptance and resignation.

MBBS Admission Process in Maharashtra: Step by Step

Step 1 — Qualify NEET UG

Everything begins here. NEET UG is the single entrance test for MBBS across India; there is no separate state medical entrance in Maharashtra. You must meet the qualifying percentile notified for your category in that year's result.

Common mistake: assuming a qualifying percentile means a seat. Qualifying makes you eligible to participate in counselling — nothing more. The score that actually gets you a government seat is far above the qualifying line.

Step 2 — Registration for Counselling

For AIQ and deemed seats, register on the MCC portal. For Maharashtra state-quota seats, register on the State CET Cell portal. Each requires your NEET roll number, application number, personal details and payment of a registration/processing fee. Some rounds also require a refundable security deposit for certain seat types.

Common mistake: mismatched details between your NEET application and your counselling registration. A middle name present in one and absent in the other has genuinely cost candidates days of correction.

Step 3 — Document Upload and Scrutiny

Scan every document listed in the checklist below, in the exact format and size specified in that year's information brochure. Maharashtra runs an online scrutiny process where a verification officer either approves your claim or raises a query.

Common mistake: uploading a domicile certificate in a family member's name, or a category certificate without the required validity/non-creamy-layer annexure. Both trigger rejection of the claim, not just the document.

Step 4 — Merit List Publication

The authority publishes provisional state merit lists — usually separate lists by category and candidature type. Check your rank, category, and every claimed reservation. There is a grievance window; it is short.

Common mistake: seeing your name on the list and not checking whether your category claim was accepted. A rejected EWS or OBC claim moves you into the open list and changes your entire strategy.

Step 5 — Choice Filling and Locking

You enter college-and-course preferences in order. The system allots strictly by merit and preference: it walks down your list and gives you the highest preference still available at your rank.

Common mistake: filling only "dream" colleges. If none of your choices is reachable at your rank, you get nothing in that round while candidates below you get seats. Fill generously — ambitious choices at the top, realistic ones in the middle, safe ones at the bottom.

Step 6 — Seat Allotment

Results are published round by round. You will typically be asked to indicate whether you accept the seat, and in some rounds whether you wish to be considered for upgradation in the next round.

Step 7 — Document Verification

On allotment, you report for physical or online verification with originals. Anything that does not match your uploaded claim can cost you the seat at this stage.

Step 8 — Fee Payment

Pay the notified fee within the deadline through the prescribed mode. Keep every receipt.

Step 9 — Reporting to College

Report physically at the allotted institute by the last date. Reporting is what converts an allotment into an admission. Miss it and the seat lapses, regardless of how good your rank was.

Common mistake: assuming the college will accommodate a late arrival because you called ahead. Cut-offs at this stage are administrative, not negotiable.

Eligibility Criteria

  • Nationality: Indian nationals; OCI/NRI/foreign nationals are admitted under separately notified rules.
  • Age: minimum 17 years as on 31 December of the admission year.
  • Qualifying exam: 10+2 or equivalent with Physics, Chemistry, Biology/Biotechnology and English as compulsory subjects.
  • Minimum marks in PCB: generally 50% aggregate for open category, 40% for SC/ST/OBC, and 45% for PwD candidates — as notified by the NMC.
  • NEET qualification: you must meet the qualifying percentile for your category in that year's NEET UG.
  • Domicile for state quota: Maharashtra state-quota candidature is governed by detailed rules covering birth, schooling, parental service and residence. Read the candidature-type definitions in the information brochure carefully — this is where most outside-state applicants are ruled ineligible.
  • NRI eligibility: NRI-quota seats require documentary proof of NRI sponsorship and relationship as specified by the authority.

NEET Counselling Process in Detail

AIQ counselling (MCC). Covers the 15% All India Quota in government colleges, deemed universities, central universities and certain institutional seats. Registration, choice filling, allotment and reporting all run on the MCC portal to a national schedule.

State counselling (State CET Cell). Covers 85% state-quota seats in government and corporation colleges, plus private, minority and NRI seats within Maharashtra.

Fees and deposits. Both authorities charge a non-refundable registration fee and, for certain seat categories, a refundable security deposit. The deposit is the mechanism that discourages candidates from blocking seats and walking away — and it is forfeited under the conditions notified for each round.

Freeze, float and upgradation. After allotment you generally choose between accepting and freezing (you keep this seat and exit further rounds) or accepting and floating (you keep the seat but remain in the running for a better one). Read that year's exact terminology; the labels change.

Free exit and forfeiture. Most schedules define a window in which you can withdraw without penalty, after which resigning a seat carries financial or participation consequences. This is the single most expensive rule to misread.

MBBS Admission Rounds

RoundWho Can ParticipateWhat It Is For
Round 1All registered, eligible candidatesFirst allotment against the full seat matrix
Round 2Fresh candidates + those eligible to upgradeFills seats vacated or unfilled after Round 1
Mop-Up RoundCandidates without a seat, per that year's rulesFills remaining vacancies; fresh choice filling required
Stray Vacancy RoundUsually restricted to a shortlist from the mop-up poolLast-chance filling of leftover seats
Institutional RoundAs notified, at institute levelOnly where seats remain after all state rounds

Expert tip: do not treat the mop-up round as a safety net you can casually reach. Eligibility to participate in later rounds is conditional and gets narrower each year. Plan to secure a seat in Rounds 1–2.

Government vs Private Medical Colleges

FactorGovernment / CorporationPrivate & Deemed
Annual tuitionSubstantially lower — typically under ₹1.5 lakh at state government collegesSeveral lakh to tens of lakh per year, varying widely by institution
SeatsFewer; heavily contestedMore, but at much higher cost
CutoffVery high NEET score requiredLower, but constrained by ability to pay
Clinical exposureGenerally high patient volume in attached hospitalsVaries significantly by institution
Service bondUsually applicableOften not, but verify per institution
ROIExcellent — one of the best in Indian higher educationDepends entirely on total cost and whether you complete PG

Documents Required

Assemble this file before counselling opens, not during it. Keep originals, two sets of self-attested photocopies, and clean scans in the specified format.

  • NEET UG scorecard / rank letter and NEET admit card
  • Class 10 marksheet and passing certificate (for date of birth)
  • Class 12 marksheet and passing certificate
  • Transfer Certificate / School Leaving Certificate
  • Migration Certificate (where applicable)
  • Nationality Certificate (or passport / birth certificate as permitted)
  • Domicile Certificate — for state-quota candidature
  • Caste/Category Certificate with Caste Validity Certificate, and Non-Creamy-Layer certificate for OBC where required
  • EWS Certificate (valid for the current year)
  • Income Certificate — where fee concession or EWS is claimed
  • Medical Fitness Certificate
  • PwD certificate from a designated centre, where applicable
  • Aadhaar card and one additional photo identity proof
  • Passport-size photographs matching the NEET application photograph
  • Gap Certificate / affidavit, if there is a break in education
  • NRI documents — sponsorship affidavit, relationship proof, passport and visa copies, where applying under NRI quota

Pro tip: caste validity and non-creamy-layer certificates take weeks to obtain and are the most common reason a category claim collapses. Start those applications the moment you sit for NEET, not after the result.

Reservation Policy

Maharashtra applies constitutional and state reservation to state-quota seats: SC, ST, VJ/DT, NT, OBC, SEBC (as applicable in that year), and EWS. Additional categories include PwD, defence, and — in several colleges — a women's reservation within specified limits. Minority institutions operate their own notified minority quotas.

Two cautions. First, reservation percentages and category definitions have changed repeatedly in recent years through government resolutions and court orders; verify the current position in the official brochure rather than an older article. Second, every reserved claim requires documentation in the prescribed format and validity period — a claim without the exact certificate is treated as no claim at all.

Seat Matrix

The seat matrix is published fresh each year and is the only authoritative statement of what exists. Broadly it covers government medical colleges (state and corporation), private unaided colleges, minority institutions, and deemed universities counselled through MCC. Within each, seats are further divided into AIQ, state quota, institutional quota, NRI quota and management seats as applicable.

Download that year's matrix PDF and read the column headers carefully — students frequently apply to a seat type they are not eligible for and lose a round.

Cutoff Analysis

Cutoffs in Maharashtra move every year with the number of NEET candidates, paper difficulty and seat additions. Rather than quote figures that will be stale, here is how to read them properly:

  • Government college closing scores sit far above the qualifying percentile and are the most competitive in the state, with AFMC and B.J. Government Medical College among the most sought after in Pune.
  • Private college closing scores are lower but effectively gated by fees rather than by merit alone.
  • Category-wise closing ranks differ substantially; always look at your own category's closing rank in the college you are targeting, not the open-category figure.
  • Later rounds usually close at slightly lower scores as candidates upgrade and vacate seats — but the seats remaining are also fewer and less desirable.

Download the last two years' official round-wise closing ranks from the State CET Cell and MCC. Fifteen minutes with those PDFs will tell you more than any predicted-cutoff table online, including ours.

MBBS Fees in Maharashtra

College TypeIndicative Annual TuitionNotes
Government / CorporationRoughly ₹1 lakh and belowRegulated; the lowest-cost route to an MBBS
Private unaidedSeveral lakh per yearSet by the Fee Regulating Authority; varies by college
Deemed universitySubstantially higher, often the highest bracketInstitution-set; counselled via MCC
NRI quotaHighest bracket, frequently quoted in USDSeparate eligibility and documentation
Hostel & mess₹60,000 – ₹2,00,000 per yearRarely covered by tuition-only scholarships
Books, instruments, misc.₹30,000 – ₹80,000 per yearHigher in first and clinical years

Budget for five and a half years, not one. Families routinely underestimate the total by roughly half because they plan around tuition alone. If funding is a concern, read our guide on education loans for Pune colleges and the scholarship options for medical students before you confirm a seat.

Bond Rules

Document verification desk during NEET counselling
Document verification desk during NEET counselling

Maharashtra applies a service bond to candidates admitted to government medical seats, requiring a period of service in state health services after the course, with a financial penalty for non-compliance. The duration, the penalty amount and the categories to which it applies are set by government resolution and have been revised more than once.

Do not plan your finances or your PG timeline around a bond figure you read in an old article. Ask for the current government resolution in writing at the time of admission, and read what it says about internship, PG study and the exact penalty.

Common Mistakes During Counselling

  • Filling too few choices. The most common and most costly error. There is no penalty for listing more options.
  • Ordering choices by cutoff instead of preference. The system already handles merit — you only need to state what you actually want first.
  • Ignoring mock allotment. It is a free rehearsal that tells you whether your list is realistic. Use it and then revise.
  • Certificate format errors. Caste validity, non-creamy-layer and domicile are the usual casualties.
  • Not reading round-specific notices. Rules for the mop-up and stray rounds differ from Rounds 1–2, every year.
  • Late reporting. No rank protects you from a lapsed deadline.
  • Misunderstanding freeze vs float. Choosing freeze when you wanted an upgrade ends your counselling on the spot.

Expert Tips for a Better Allotment

  • Register for both AIQ and state counselling unless you have a specific reason not to.
  • Build your choice list in three tiers — reach, realistic, safe — and make the safe tier genuinely safe.
  • Verify your category claim status the day the provisional merit list appears, not later.
  • Keep a printed folder of originals plus scans on two devices; verification centres are not the place to discover a missing file.
  • Track the official portals daily during counselling. Notices are published there first and often only there.
  • Decide your family's fee ceiling before choice filling, so you are not making a ₹50 lakh decision in a two-day window.
  • If you are considering a drop year, decide before you accept and freeze a seat — not after.

Frequently Asked Questions

Who is eligible for MBBS admission in Maharashtra?

Indian nationals aged 17+ who passed 10+2 with Physics, Chemistry, Biology/Biotechnology and English at the required aggregate, and who qualified NEET UG at their category percentile. State-quota seats additionally require Maharashtra candidature as defined in the brochure.

Can students from other states apply?

Yes, through the 15% All India Quota counselled by MCC, and to deemed universities. Most 85% state-quota seats require Maharashtra domicile or an equivalent candidature type.

What is the difference between AIQ and state quota?

AIQ is 15% of government seats counselled nationally by MCC with no domicile requirement. State quota is the remaining 85%, counselled by the Maharashtra State CET Cell primarily for domicile candidates.

Is NEET the only entrance exam for MBBS in Maharashtra?

Yes. There is no separate state MBBS entrance. AFMC conducts an additional selection process on top of NEET for its own seats.

Which website is official for Maharashtra MBBS counselling?

The State CET Cell portal (cetcell.mahacet.org) for state quota, and mcc.nic.in for All India Quota and deemed universities.

How many counselling rounds are conducted?

Typically Round 1, Round 2, a mop-up round and a stray vacancy round, with an institutional round where seats remain. Exact structure is notified each year.

What documents are mandatory?

NEET scorecard and admit card, Class 10 and 12 marksheets, school leaving certificate, nationality proof, domicile certificate for state quota, category and validity certificates where claimed, medical fitness certificate, Aadhaar and photographs.

What happens if I miss the reporting deadline?

The allotted seat lapses and is released to the next round. There is no discretionary extension, so treat reporting dates as absolute.

Can I upgrade my allotted seat?

Yes, if you accept the seat with the float/upgrade option in a round that permits it. Choosing to freeze ends your participation in further rounds.

What is a service bond and does it apply to me?

It is an obligation to serve in state health services for a notified period after the course, applicable mainly to government seats, with a financial penalty for non-compliance. Duration and penalty are revised by government resolution — confirm the current terms at admission.

What are MBBS fees in Maharashtra?

Roughly ₹1 lakh a year or less at government colleges, several lakh a year at private unaided colleges, and the highest bracket at deemed universities. Hostel, mess and materials are extra.

Is a domicile certificate compulsory?

For most state-quota candidature types, yes. Read the candidature-type definitions carefully, as some categories rely on parental service or schooling history instead.

Can I participate in both AIQ and state counselling?

Generally yes, and most candidates do. What changes is what happens once you accept a seat in one — read that year's rules on resignation and forfeiture before accepting anything.

What is the security deposit for?

It discourages candidates from blocking seats and abandoning them. It is refundable under the conditions specified for each round and forfeited if you breach them.

Do private medical colleges have lower cutoffs?

Usually yes on NEET score, but the effective barrier becomes affordability rather than merit. Calculate the full five-and-a-half-year cost before targeting them.

How should I decide my choice-filling order?

Purely by genuine preference, tier by tier: colleges you truly want at the top, realistic options next, and safe options at the bottom. Never leave the safe tier empty.

What if I do not get a seat this year?

Options include a considered drop year with a clear study plan, or allied health routes such as BDS, BAMS or BHMS. Decide early — a half-hearted drop year is worse than either alternative.

Conclusion

The MBBS admission process in Maharashtra rewards preparation twice: once in the exam hall, and again in the counselling window. The second one catches good students off guard because nothing about it is intellectual — it is documents, deadlines and reading notices carefully.

So do three things. Build your document file months before counselling, including the certificates that take weeks to obtain. Understand the difference between AIQ and state quota well enough to explain it to someone else. And fill a long, honestly ordered choice list, with a safe tier you would genuinely accept.

Do that and the process becomes what it should be: an administrative sequence between you and a seat you earned.
